One of the most important features that has attracted a lot of attention in the blockchain platform in recent years is the governance layers of projects in this field. These layers of governance are sometimes centralized and sometimes very decentralized. There have been many projects in the field of efforts to decentralize blockchain technologies in recent years, including projects such as BNB, SUSHI, UNI, WING, FLM and others. These projects, with different levels and different accesses at different application levels, have been able to pay more attention to the DAO technology culture in recent years.
The String Project claims to planes, levelized, categorize and manage one of the strongest projects in the world in its governance debate. The governance system of the Bersipa String project is presented at three different levels:
1- Level one: Structural decisions
2- Level two: Voting in structural decisions
3- Level three: General level
Bersipa String Network Technology is a technology developed by the Bersipa Foundation. The foundation, as the source and reference for network development, has decided to carry out all its structural decisions in the form of different levels of voting and polling among the people after the launch of the main network. Accordingly, the foundation has tried to influence experts, people loyal to the network system and other followers of this technology, by influencing them at different levels by categorizing them.
Level one:
Structural decisions
At this level, individuals must permanently stake at least 300 Bersipa coins in the Bersipa network pool in order to be among the candidates for the String project. At the structural decision levels, individuals must have worked for two months at level one and one month at level two in order to reach level one. There are a maximum of 666 members for this level. All members of this level must keep their 300 coins in the annual rewards stake mode in the Bersipa pool for as long as they want to be present at this level. Whenever anyone wants to get out of this level, they can submit a request to the network to finish and withdraw their staking and the network, if its staking deadline has expired, will take it out of the network and pay it to them, and at the same time pay That person will also be taken out of level one structural decisions and the first eligible person will be added to the network.
The most important advantages of this level are the following:
- Ability to submit a proposal or request or proposal for network development
- Awareness of structural changes in the network faster than other members
- Information about other members’ suggestions and their development plan for the network
- Annual profit and simultaneous holding of Bersipa coin.
- Possibility to be added to the main team of the foundation in case of high activity
Prerequisites for Becoming a Level One Dao:
- Permanent staking 300 Bersipa coins as long as they are present at level one
- A month of activity in level two
- Two months experience in level three
- Installing Bersipa wallet on the personal electronic device
Level One Restrictions:
- Participate in a level one poll out of three
- Submitting a maximum of two proposals per month for each person at level one for consultation and voting
- Approval of at least 33 level one Dao is to accept the proposal to enter the polls
- If the proposal is accepted with 33 initial votes and reaches the final level one vote, it must win at least 60% of the votes.
- The final voting in level one will be declared invalid if more than 200 people do not vote. This means that the minimum vote required to approve a proposal is 120 votes at level one.
But this is only level one approval, and if technology or changes are to be applied, a minimum of three levels of votes must be met, and if each level does not reach the minimum required, the system will not apply those changes. This has led to the decentralization of the network as much as possible.
Level Two
Voting in Structural Decisions
Level two is the level at which people are not allowed to submit a proposal, but they can participate in the voting and can affect the vote by a factor of one to three. At this level, we will have a maximum of 1666 Level 2 Dao, and to become a member of this level, people need to permanently stake at least 100 Bersipa coins in the Bersipa pool network, and they will not be allowed to withdraw as long as they are dao at Level 2.

Level Two Restrictions:
To cast a vote, in addition to level one, at least 51% of level three dao members who vote are required to vote in favor.
- At least one vote in all four polls is a mandatory vote to stay in the second level dao.
- The minimum time to attend the dao level is two months
Level Three
Public Dao
Every user who has a Bersipa coin in their wallet can vote in every poll and decide on structural changes to the network. As such, anyone who wants to become a public Dao must have at least one Barsipa coin in their wallet.
The maximum number of public dao is unlimited and there are no specifics, but the minimum number of public dao per polling must be 500 in the first year and 1,000 in the second year.
When a consensus of 51% of level two and 60% of level three votes is reached by consensus at each general election, the plan will be approved, but if it falls below this amount — for example if the votes have been tallied at less than 30% — 55% of level two delegates and 70% of level one delegates must approve it for the quorum to be reached. Any vote with less than 15% will be canceled by level 3 daos.
The collection of levels two and one daos is only considered after the number of levels three daos reaches the required quorum at the beginning of the network. Similarly, if a certain number of second level dao have not reached quorum, only their first level dao opinion will be considered. Thus, the network must develop it together with the people so we can create the most decentralized voting system.
Level Three Advantages:
- Participate in voting without restrictions
- Create a record for attending on level two and three
Level Three Restrictions:
- At least one SIPA coin for voting must be in the wallet. The coin without tampering or diminishing is only for voting credit and will not be spent on voting
- Possibility to benefit from the latest news at the time of its media release (Level 2 and 3 daos could have been informed shortly before that)
